[Response Requested] CSAC Listening Session for Bad Vacancy Rate & Contracting Bills!

Hi CPAAC Friends,

Like last year, there are several labor bills that are creating a perfect storm for counties. Specifically, threatening the ability of counties to contract out, and creating onerous and burdensome reporting and hiring requirements.

AB 2557 (Ortega) - Local agencies: contracts for special services and temporary help: performance reports.

This measure burdens the process for counties to contract out for services. Even after considerable amendments (more amendments should be coming by tomorrow), this bill remains overly burdensome, costly, and inflexible, likely resulting in worse outcomes for vulnerable communities and diminished local services for our county residents.

AB 2561 (McKinnor) - Local public employees: vacant positions.

This measure requires local public agencies with bargaining unit vacancy rates exceeding 10% for more than 180 days (approximately 6 months) to produce, implement, and publish a plan to reduce their vacancy rates to 0% within the subsequent 180 days. The bill also requires the public agency to present this plan during a public hearing to the governing legislative body and to publish the plan on its internet website for public review for at least one year.

CSAC and large diverse coalitions are opposed to both bills. These two bills are top priorities! Our latest opposition letters are attached.

CSAC is kindly requesting the input from CPAAC members. Please join us for a working group/listening session so the GFA advocacy team and our Public Affairs and Comms colleagues can hear specific pin points for how these bills will impact your county, the work of the HR department, and to have a broader conversation about workforce shortages and barriers to hiring. I had a good conversation with Steve, who is excited to participate and encourages you all to do the same. Please join us on Thursday, June 27th from 3:00 pm - 4:30 pm via Zoom Meeting ID: 876 5152 0673; Passcode: 802381.

Please RSVP to Kalyn Dean at kdean@counties.org and Stanicia Boatner at sboatner@counties.org.

Please do not hesitate to reach out if you have questions. Thank you in advance for your partnership.

My best,

Kalyn Dean
