HR Staffing Ratio
San Luis Obispo has a centralized HR model and have taken on departmental HR staff for 2 of our largest departments (hybrid-centralized model). For those of you who have similar models, when comparing HR staffing levels to other agencies and reporting out on your staffing ratio, what do you use? Do you include the departmental HR staff in the total count? Thanks!
